This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.





The Department of Transfusion Medicine (DTM) serves as the clinical laboratory of the National Institutes of Health (NIH). Clinical Center. Provide high quality patient care and hospital services in support of NIH clinical research programs, to pursue research that contributes to our knowledge and practice of transfusion medicine and related technologies, and to provide advanced training in transfusion medicine. Together these programs promote the basic goals of the Clinical Center. The NIH and DHHS: that is, to enhance the health and well-being of Americans.





The purpose of this requirement is to acquire two new automated blood cells



Separators, 2 61000 Spectra Optia Apheresis System





The recommended service life for the Optia is 10 years. Our oldest Spectra Optias were purchased in 2013. There are certain components in the older instruments which have become obsolete and unavailable from service suppliers.





Terumo BCT, Colorado 80215-4440 is uniquely qualified to replace the existing Spectra Optia Apheresis System. Terumo BCT T is the sole source manufacture of the Spectra Optia and is the only known distributor of the compatible equipment. There are devices on the market that perform one or a mix of these collections, but the TerumoBCT Spectra Optia System is the only device on the market that does all these activities on the same platform. The recommended service life for the Optia is 10 years. Extensive research has produced no other capillary Spectra Optia Apheresis System, with same capabilities that can resolve single in this country.









This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.





Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
