Description

This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.





The National Institute of Health, Clinical Center (CC) intends to award a six-month contract extension and/or new contract to BARWOOD MANAGEMENT LLC, 8201 Snouffer School, Gaithersburg, Maryland 20879-1503, United States on a sole source basis to ensure the continuity of Taxi Transport Services for patients.



BARWOOD MANAGEMENT LLC is the current provider of the services and the only reasonable source for the continuation of the existing services needed by March 28, 2024.





Scope of Work



The objective is to provide high quality taxi services for patients and their guardians.



The goal of the Taxi Transport contract is to transport ambulatory inpatients/outpatients and their guardians to and from NIH, local hospitals, hotels, and residences within the Washington, D.C. commercial zone including local airports that provide international travel. Taxi transportation services for equipment, specimens, medications and other materials are also provided through this contract.



A. General Requirements



It is anticipated that there will be one or more contracts awarded to cover all jurisdictions in the Metropolitan/Washington, D.C. area for taxi transportation services. The services specified herein shall include Montgomery County, Prince George’s County, Howard County, Anne Arundel County, Northern Virginia, (is inclusive of all counties and municipalities) Baltimore County, and Washington, D.C.



B. Description of Technical Requirements



The contractor(s) shall provide passenger service twenty-four (24) hours a day, seven (7) days a week, three hundred sixty five (365) days a year for the National Institutes of Health (NIH), Clinical Center, Building 10, Bethesda, Maryland and the National Cancer Institute (NCI), Medicine Branch program at the Walter Reed National Medical Center, Rockville Pike, Bethesda, Maryland. This service will be operational 365 days a year to include all Federal Holidays and other Government closures e.g., Government furloughs and inclement weather. The Contractor shall comply with all applicable taxicab regulations for the jurisdiction(s) where the Contractor is licensed.

Background



The National Institutes of Health (NIH) Clinical Center (CC) serves as the nation’s premier research hospital for conducting clinical research to improve the health of humankind. The Clinical Center also serves as the national resource for clinical research by fostering dynamic interactions with outside partners; developing diagnostic and therapeutic interventions; enhancing systems to ensure the safe, efficient, and ethical conduct of clinical research; training clinical researchers; and leaving the clinical research response to the nation’s emerging public health needs.



The CC Complex of the NIH is located in Bethesda, Maryland. The CC is the hospital of the NIH consisting of 240 inpatient beds, 82 day hospital stations, 15 outpatient clinic locations, diagnostic and treatment areas, and public waiting areas. Adjacent to the hospital facilities are research laboratories. The complex consists of the Warren G. Magnuson Clinical Center (Magnuson Center) that covers 661,600 sq. ft. and the Mark O. Hatfield Clinical Research Center (Hatfield Center) that covers 870,000 sq. ft.



Patients can be self-referred to the Clinical Center or referred for enrollment into a protocol by the patient's primary care physician or from tertiary care facilities. No one simply arrives at the doors of the Clinical Center and is admitted. Because Clinical Center patients volunteer as subjects, they are not charged for the care they receive. The majority of visits (e.g. inpatient admissions or outpatient visits) are planned. Patients and guardians may be authorized to receive taxi transport to and from NIH, local hospitals, hotels, and residences. Some of these patients may also require transport of oxygen, etc. which is also arranged upon request. The term patient will be used to refer to all types of protocol participants and their authorized guardians throughout this document. We have a primary need to provide a method for intake of these exams, and provide a method for screening the examinations for appropriateness for inclusion in a research protocol.



This acquisition is being conducted under the authority of the FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services.





The North American Industry Classification System (NAICS) code for this acquisition is 485310 with a size standard of $19 Million.





This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same products or services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
