NOTICE OF INTENT THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES The Division of International Services (DIS)/Program and Employee Services (PES)/Office of Research Services (ORS) at the National Institutes of Health intends to award a firm fixed price contract under the authority of FAR 6.302-1(b)(1); Only one responsible source and no other supplies or services will satisfy agency requirements to: Sprintax, Inc, 333 N Michigan Ave., Suite 915, Chicago, Illinois, 60601 for Nonresident Income Tax Advice and Assistance for the NIH Visiting Program. This acquisition is in support of the Division of International Services. The mission of the Division of International Services (DIS) of the National Institutes of Health (NIH) is to provide the highest level of professional guidance and immigration-related services to the NIH intramural community, and to the visiting foreign scientists. DIS also ensures that the NIH maintains compliance with all applicable U.S. immigration laws governing and/or regulating their stay in the United States as set forth by the U.S. Department of Homeland Security, the U.S. Department of State, the U.S. Department of Labor, and other government agencies pertaining to our foreign researchers, scholars, and other staff. This project is expected to be a twelve (12) month base period of performance, with four additional (12) month options. The anticipated effective date of award is January 1, 2023.





The anticipated award date of this action is on or before January 1, 2023. The applicable NAICS code is 541713. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 11:00 AM Eastern Standard Time (EST), December 27, 2022. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word attachment to Ms. Van Holley, Contract Specialist at the following email address at: holleyv@od.nih.gov.
