THIS IS A SOURCES SOUGHT REQUEST ONLY to identify sources, including small and socioeconomic small business concerns, capable of performing the key criteria of the requirement. The information provided in this notice is subject to change and is not binding to National Oceanic and Atmospheric Administration (NOAA). NOAA has not made a commitment or an authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.



Responses must be received no later than November 16, 2022 by 5:00 P.M. Mountain Time, sent via email to hillary.stansfield@noaa.gov and jack.huckleby@noaa.gov. Responses must be received in a supported Adobe or Microsoft Office file format. These formats are the only acceptable methods of submitting a response electronically. 1.0 Description



The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), on behalf of the National Marine Fisheries Service (NMFS), Human Capital Management Office (HCMO), is seeking possible sources able to provide Industrial Organizational Psychologist Support Services. The North American Industry Classification System (NAICS) code is 621330, Offices of Mental Health Practitioners (except Physicians). The small business size standard for this NAICS code is $8 Million.



2.0 Background and Objective



Beginning in the Fall of 2020 and through the end of Fiscal Year (FY) 2021, HCMO undertook a study to understand workforce performance in the context of Diversity, Equity, Inclusion, and Accessibility (DEIA). The study was designed to better learn more about possible inequities across all represented groups. Conversations surrounding HCMO’s analysis showed that NOAA Fisheries’ offices overwhelmingly found the information presented to be very helpful and aligned to the priorities of equity and diversity, which they support in their organizations. Requests for additional analyses, specific questions to research, and deeper insights into the data were commonplace throughout the presentation sessions.



Among the findings within the analysis was the lack of expertise within NOAA Fisheries to better understand drivers of inequity and recommendations for changing established practices and cultural norms that might negatively impact DEIA. A key recommendation as a result of the HCMO study was the need to hire Industrial Organizational Psychologist support services to undertake a comprehensive study of NOAA Fisheries culture and norms that impact DEIA in terms of performance scoring, succession planning, and employee retention.



The objective of this purchase order would be to undertake a comprehensive study of NOAA Fisheries culture and norms that impact DEIA and Organizational Excellence, the contractor would conduct advanced research studies and apply social science methods to understand fundamental causes of variation in DEIA workforce performance and inform strategies for organizational effectiveness. The contractor would also look across related workforce surveys and a wide array of data collected by HCMO (e.g. employee performance scores and compensation, climate survey results, exit surveys, etc.) to incorporate new insights into action planning and management practices with the aim of improving diversity, equity, inclusion, and accessibility in our organization. The contractor would conduct any necessary studies to understand how NOAA Fisheries culture influences equity across the organization including understanding how functions within the organization impact retention. Lastly, the contractor would identify barriers to change the organizational culture including increasing diversity within the organization, creating a “One Fisheries” ethos.



The professional services may cover a variety of tasks including, but not limited to:




  • Design, develop, and implement methods to identify and understand DEIA workforce findings with high fidelity, such as surveys, discussion forums, qualitative data collection, and sentiment analysis.




  • Conduct data analysis and visualization to explore, monitor, and explain DEIA human capital issues.




  • Develop and apply models based on theories, and subsequent analysis, to increase NOAA Fisheries knowledge of current and future human capital issues. Respond to senior leadership customer and partner questions and requests, as necessary.



Work shall be performed at 1315 East West Highway Silver Spring, MD. Remote/telework options could be available.



3.0 Requested Information
