This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Cardinal Health 414, Dublin, Ohio to procure a quantity of 150, F-18 FDG UD (up to 15 mCi) Radiation for PET/CT imaging.
The animals that must be imaged during the ABSL3 infection experiments include marmosets, rabbits, and macaques. Cardinal Health has provided F18/FDG for the past, current and ongoing research projects. The laboratory must use the same product or risk jeopardizing and hindering research by varying results. The F18 FDG must be pharmaceutical grade for injection and has been approved for use by the NIH NIAID Animal Care and Committee and must follow the Division of Radiation Safety and the Nuclear Radiation Commission guidelines and regulations.
Place of Performance is Bethesda, MD 20892.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e )(2) as implemented by FAR 13.601-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2205816) to Calvin Robinson at Calvin.Robinson@nih.gov by 5:00 pm eastern daylight savings time, January 17, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
