Description

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. ASOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALD ARE NOT BEING REQUESTED.



This notice is for acquisition of commercial supplies and/ or services for which the Government intends to negotiate with only one source. This acquisition will be processed under FAR Part 12- Acquisition for Commercial Items and will be made pursuant to the authority of 41 U.S.C. 1901 Use of Non- Competitive Procedures and 13.106-1(b) Soliciting from a Single Source.



The National Library of Medicine (NLM) intends to procure on a sole source basis with Webb Dordick



141 Rindge Avenue, apt. 1 Cambridge, Massachusetts 02140.



To purchase six rare medical books:

The National Library of Medicine (NLM) was established "to assist the advancement of medical and related sciences and to aid the dissemination and exchange of scientific and other information important to the progress of medicine and to the public health..." (42 U.S.C. 286) Central to this mission is the development of a collection that supports contemporary biomedical and health care research and practice as well as future scholarship. Building on the NLM’s Congressional mandate, a collection policy was fist adopted in June 1976. To this end, NLM has been working with vendors to source materials for the NLM collection from various geographic regions of the world to meet the NLM collection guidelines criteria.



In order to carry out NLM’s Congressional mandate to acquire, preserve and organize the world’s biomedical literature and to disseminate information concerning this literature to health professionals as expeditiously as possible, this purchase will support the NLM collection.



This acquisition will serve to strengthen the NLM collection of works on botanical medicine, enhancing NLM’s standing as a U.S. national library with the largest biomedical collection in the world. This is the line with the NLM Strategic Plan Goal 2, to “reach more people in more ways through enhanced dissemination and engagement pathways.” To have these books at NLM, where can be consulted in their originals format, and then digitized and made widely available, speaks to that goal.



This notice incorporates provisions and clauses in effect in FAC 2024-02 effective December 22,2023, including all FAR Circulars issued as of date of this synopsis.



The North American Industry Classification System Code (NAICS) associated with this procurement is – 513130 (Book Publisher) and the small business size standard is 1000 employees.



Firms interested in responding to this notice must be able to provide the products requested by NLM.



Quotes, capability statements and related (non-property) materials, or any questions must be submitting in writing by email to the Contracting Officer ATTN: elena.leon2@nih.gov, no later than 3:00 pm eastern time on 1/19/2024. Include NLM Notice No. 75N97024Q00011 on all quotes and correspondence. Note: NO collect calls will be accepted. NO facsimile transmissions will be accepted.



Any quotation, if timely received by an eligible offeror, shall be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
