Description

  1. The Government (Army Research Laboratory – ARL) requires the purchase of one (1) RMP generator. Cummins is the provider of the RMP generator and is the only compatible source with existing government Cummins RMP generators due to the proprietary nature of the design, such as the Advanced Medium Mobile Power Sources (AMMPS) currently in use. The other Government agencies that ARL are working with uses the Cummins RMP generators. Therefore, we need to purchase the same Cummins original equipment manufacturer (OEM) 60 RMP generator to maintain continuity of systems.



Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



NOTICE: INTENT TO SOLICIT ONLY ONE SOURCE





The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Cummins, Inc., 1907 Park 100 DR, Glen Burnie, MD 21061-3219; CAGE: 7S7A8 – Large Business. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation.





This acquisition is issued as a Request for Quote (RFQ).





The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 published on 14 February 2023.





For purposes of this acquisition, the associated NAICS code is 333618. The small business size standard is 1,500 employees.





Contract Line Item (CLIN) Structure: The following is a list of contract line-item number(s) and items, quantities and units of measure, (including option(s), if applicable):





CLIN 0001: One (1) Rugged Mobile Power (RMP) Generator to include shipping costs.



Specifications/Requirement: One (1) Cummins Rugged Mobile Power (RMP) Generator





Delivery: Delivery is required as soon as possible but no later than ninety (90) days after contract award date. Delivery shall be made to the Army Research Laboratory (ARL)/Adelphi Laboratory Center (ALC), Building #102, Receiving Room, 2800 Powder Mill Road, Adelphi, MD 20783, Monday through Friday (except holidays) from 7:30 AM to 4:00 PM only. The FOB point is Destination.

In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong.
