The objective of this requirement is to provide consultation services and training to FDA management officials on employee issues including misconduct, performance, PMAP writing, defending against EEO complaints, union issues, and other personnel scenarios. Below are the specific tasks:
- Provide training on holding employees accountable for performance and conduct for a group of approximately 25 participants, including instructional materials (e.g., textbook, class handouts, etc.)
- Provide training on eliminating microaggressions and bias in the federal workplace for a group of approximately 90 participants, including instructional materials (e.g., textbook, class handouts, etc.)
- Provide training on the supervisor’s role in Diversity, Equity, Inclusion, and Accessibility (DEIA) and EEO compliance for a group of approximately 90 participants, including instructional materials (e.g., textbook, class handouts, etc.)
- Drafting and reviewing documents and evidence for discipline and performance cases
- Preparing for litigation before the MSPB and EEOC
- Editing agency policy on performance and conduct expectations and procedures
- Drafting performance plans and writing standards to comply with OMB Directive M-17-22
- Preparing negotiators for bargaining with unions
- Developing administrative investigation plans
- Defending against non-meritorious harassment complaints
- Negotiating settlement agreements
