Naval Air Systems Command (NAVAIRSYSCOM) intends to award a sole-source Delivery Order to Collins Aerospace under Basic Ordering Agreement (BOA) N00019-19-G-0031 for the integration of a new waveform into the E-6B aircraft VLF system. Collins Aerospace will furnish the necessary labor, equipment, and material required to procure, produce, install and test the waveform into 16 E-6B aircraft, Mission Avionics System Trainer (MAST) and Weapons System Trainers (WSTs), as well as the E-6B System Integration Lab (SIL). Collins Aerospace is the prime developer of both the E-6B Mission System and VLF system, and is currently under contract with NAVAIRSYSCOM to provide upgrades and sustainment of these systems. They are the only source with the requisite experience, technical data, secure development labs and test facility that are capable to fulfill this requirement. All associated development for the integration of this waveform into the E-6B aircraft are required to be done at the Secret level.
