Description



This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.



The National Institutes of Health (NIH), Office of Purchasing and Contracts on behalf of the Critical Care Medicine Department (CCMD) intends to award a fixed price contract on a sole source basis to Premier Healthcare Solutions, Inc., 13024 Ballantyne Corporate PL Charlotte, North Carolina 28277-2113 for a twelve (12) month base year Healthcare Database License and (6) month option year.



The Critical Care Medicine Department currently has a requirement for the existing data license and data delivery that is used for COVID-19 research purposes. The required work will expand the existing breadth of research being conducted in NIH Clinical Center. Premier is the only known healthcare database of this size, with an exceptional geographic distribution. The database will include the last 6 years’ worth of data from over 100 US hospitals that will include in and out patient encounters, physiological variables, microbiology, and susceptibility data in addition to variables available in other databases, such as, billing codes for diagnosis and procedures, medication administrations and laboratory test results. The data base is critical for answering urgent research questions related to improving the outcome of critically ill patients. There are urgent studies on epidemiology in critical illness that will directly impact the care of patients. Premier Healthcare Solutions, Inc is the only known vendor that can supply the necessary data needed for the planned research within CCMD. There are several ongoing studies in which Premier is the primary source of data. In order to maintain consistency of the research without disruption, it is imperative to continue with the existing data license and data delivery.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date February 27, 2024 and time marked in this notice.
