Notice of Intent to Sole Source

The Naval Medical Readiness Logistics Command Detachment (NMRLCD) intends to award a sole contract under the authority of FAR 6.302-1 to Eaton Corporation Project Operations – Mission Critical (Eaton) located at 8609 Six Forks Road, Raleigh, NC 27615 in support of the Navy Drug Screening Laboratory (NDSL-GL).

(NDSL-GL) has a requirement to support ongoing centralized Uninterruptable Power Supply (UPS). The contractor must be an Original Equipment Manufacturer (OEM) of EATON Corporation to provide the UPS services at Navy Drug Screening Laboratory (NDSL-GL).

(NDSL-GL) is needing a contract for Preventative Maintenance (PM) on the centralized Uninterruptable Power Supply (UPS) on the Eaton system necessary for our mission to test drug abuse in urine at the Navy Drug Screening Laboratory (NDSL-GL). This UPS is a critical piece of equipment that requires 24x7 uptime to provide power to Servers and Network Infrastructure Equipment. This contract will be for Annual preventative maintenance service contract for Eaton Centralized and only Eaton Centralized or its resale authorized users who have the Original Equipment Manufacturer (OEM) maintenance and warranty coverage on the Eaton centralized UPS, to include after-hours 7x24 support, parts & labor coverage, 4-hour response time, and one PM visit during the period will be able to perform these task.

The proposed period of performance for this requirement is 60 months.

NAICS Code: 221122 - Electric Power Distribution. The small business size standard, for NAICS Code 221122, is 1,100 employees.

If capable sources are not identified through this notice, then NMRLCD intends to award a sole source contract under the authority of FAR 6.302-1 to Eaton Corporation.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
