Description

NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD; THIS IS NOT A REQUEST FOR QUOTATIONS.



The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm fixed price contract for the procurement of a One-year subscription plus four option years of Science and Science Robotics journals, utilizing the procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, American Association for the Advancement of Science (AAAS). The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.



The applicable NAICS code for this requirement is 513120, Periodical Publishers, and the size standard is 1000 employees.



GENERAL DESCRIPTION:



To meet the academic/educational mission requirements of the US Naval Academy, the Nimitz Library subscribes to scholarly content in the form of scholarly journals and other periodicals. This subscriptions content is an integral part of the Library’s collections and services as curriculum and course development as well as midshipman and faculty research are dependent upon them.



NAVSUP FLC Norfolk has a requirement to procure a one-year subscription plus four option years of Science, and Science Robotics journals in support of the US Naval Academy Nimitz Library. The Science (online version) is a Full text Science journal issues from 1997 to the present. It is the world’s leading publication for cutting-edge research, scientific news, and commentary, with the largest circulation of any peer-reviewed general-science journal. The Science Robotics journal publishes original, peer-reviewed, science- or engineering-based research articles that advance the field of robotics. The journal also features editor-commissioned Reviews.



Market research determined the American Association for the Advancement of Science (AAAS) is the sole publisher and owner of both requested electronic journals. Both the Full text Science issues from 1997 and, Science Robotics are copyrighted journals and must be purchase exclusively through the direct sale of (AAAS). There are no other authorized sellers/distributers for this copywriter material, Any alternative would not be the same and would end all work currently using these journals amongst USNA STEM Faculty and Midshipmen.



This notice of intent is NOT a request for quotations or proposals, and NO solicitation is available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source, American Association for the Advancement of Science (AAAS).
