This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) subpart 12.6 and subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z080-24-Q-00006400. is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, effective 12/04/2023.

The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line (MECPL) intends to award a firm-fixed-price definite contract as a result of this synopsis/solicitation for Original Equipment Manufacturer (OEM) certified technical representatives as outlined in Attachment 2. It is anticipated that a non-competitive contract shall be awarded as a result of this synopsis/solicitation. All technical representatives must be certified by the OEM who currently holds the proprietary rights to all technical data, Fairbanks Morse, LLC. Market Research reveals that Fairbanks Morse, LLC is the only source that can provide the certified technical representatives to support, both remotely and on-site, the Welin Lambie TW.PIV 5.0B davit in accordance with this solicitation and the attached specification titled, Statement of Work Welin Lambie Davit Support Services (Attachment 2). Drawings, specifications and technical data proprietary to the OEM cannot be furnished by the Government; therefore, quotes submitted under this RFQ for other than OEM technical representatives will be rejected as non-responsive and non-responsible.
