Description
This is a notice of intent, not a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested.
The National Institutes of Health (NIH) intends to award a fixed price contract to Stryker Sales LLC on a sole source basis to provide Six (6) Prime Electric Big Wheel Stretchers for the Department of Perioperative Medicine Biomedical Engineering Section of the NIH CC that meets the following salient characteristics and be able to provide the following services:
- Minimum start up, push and steering effort.
- Medical Equipment Classified by Underwriters Laboratories Inc. UL 60601-1 (US)
- Electric lift that raises deck with zero pumping
- Permits Trendelenburg, reverse Trendelenburg, Fowler and supine to chair position.
- Have a minimum weight capacity of 700 Lbs.
- Includes IV pole, medical gas rack (oxygen tank), restraint loop.
- Stretcher and surface pads must be able to be disinfected with hydrogen peroxide-based agent.
- Low height minimum 21”; Maximum Width 30.5 with side rails down"; Maximum Length 86”
- Integrated slide/transfer/CPR board to aid in response time as well as nursing safety while transferring patients.
- Zero gap side rails
- Color coded to identify ownership.
- Minimum caster diameter 7”
- Retractable power cable
- Four-sided central locking Brake system
- Minimum surface (pad) thickness 5.5”
BIOMED REQUIREMENTS
- On-Call center for Biomedical Engineer troubleshooting support
- Ability to provide Biomedical Engineer (BMET) Training
- warranty: 2 Years Parts, travel, labor
- Full-service contract availability after warranty expires.
INSTALLATION:
- Before and after any work in the CC, the contractor shall notify the unit coordinator and BIOMED and document the service performed.
- All work shall be performed in compliance with Federal, State and Local Laws and Regulations. In addition, work will meet equipment’s manufacturer and generally accepted industry standards of good workmanship. All waste materials shall be disposed of by the contractor in compliance with Federal State and Local laws and regulations.
The purpose of this requirement is to acquire Six (6) Prime Electric Big Wheel Stretchers. The proposed vendor, Stryker Sales LLC. is the sole manufacturer of this device.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

The determination by the Government NOT to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
