1. GENERAL



This sources sought is being issued by the Naval Air Systems Command (NAVAIR). The E-6B is integral to U.S. nuclear command, control, and communications (C3) system, and provides assured capability for U.S. nuclear force execution. The Navy E-6B Program Office (PMA-271) is seeking to update the E-6B Aircrew Cockpit Seats, to include Pilot, Co-Pilot, Flight Engineer and Navigator.



This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 336413.

2. BACKGROUND



The E-6B is looking to identify potential sources that possess the production data, expertise, capabilities, and experience to meet qualification requirements for the production of new E-6B Pilot, Co-pilot, Flight Engineer and Navigator seats. These seat must fit the cockpit of the Boeing 707 aircraft flight deck with minimal or no changes to the cockpit flooring.



Following Requirements:






  • Seats Shall be in conformance with NAVAIR SD-569-1-5 E-6B Weapons Performance Spec , 3.12.3.1, table 3-19 ( Ditching Station Load factors)

  • Pilot, copilot, and crew seats shall be provided with an MS-22033 (Inactive) lap belt and MS-16068 ("V" type) (Inactive) inertial reel mechanism

  • Seats shall be in conformance with MIL-R-8236, Reel, Shoulder, Harness and Inertia Lock requirements.

  • The Pilot, Co-Pilot, Flight Engineer and Navigator seats adjustability requirements should be in compliance with NAVAIR SD -569-1-5, table 3-13.





The offeror should include their plan to provide engineering, logistics, and repair support packages.



3. INFORMATION REQUESTED



NAVAIR expects to receive from each respondent an UNCLASSIFIED Full Response with their capability/concept summary containing technical data defining the proposed Cockpit Seat requirement. The concept summary shall be written from a system solution perspective showing how the concept and development methodology could satisfy the following requirements. Response to this sources sought are due by COB 10 Mar 2023. NAVAIR SD -569-1-5 is available upon request.

  3. Rough Order of Magnitude (ROM) costs and schedule for Non-Recurring Engineering (NRE) to include design, development, test and integration and Recurring costs/schedule, if available.

  4. Potential teaming arrangements.

  5. Related past performance performing similar related requirements within past five years.
