Description

The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award a small business, sole source purchase order for the procurement of services directly related to synoptic-based modeling and tool development to address coastal inundation to facilitate climate resilience for high priority sites and ares for the NASA RISE Project based at the Cooperative Oxford Lab in Oxford, MD.



The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a purchase order to Applied Climatologists, Inc.



Applied Climatologists, Inc. is a synoptic climatological expert with specific expertise in understanding regional weather factors and human- health and well-being impacts. The contractor is part of a unique laboratory devoted to understanding human and ecosystem health- related impacts from climate variability and weather forcing. The contractor has 25 years of extensive experience for addressing health-related impacts using synoptic climatological methods. The synoptic analysis, modeling, and expert interpretation will be needed to adequately quantify weather patterns, temporal and spatial scales for determining water elevation threshold events, precursors to such events, and understanding the connections between atmospheric variability and impacts from such events.





Strong technical expertise and skills related to environmental response to atmospheric patterns are acquired from long term experience and familiarity with meteorological characteristics, trends, and statistics. With Applied Climatologists’ expertise and progressive approaches, human health and infrastructure impacts can be easily and efficiently identified, and unique patterns recognized. The contractor has an extensive and unique working expertise that is needed to fulfill these minimum requirements. Using other contractors for this effort would require extensive training to address the specialized expertise needed to address the objectives outlined in the Statement of Work. For consistency in techniques and data used for this effort, Applied Climatologists, Inc. are best suited to conduct the work.



Coastal marine ecosystems (e.g., U.S. Southeast continental shelf/estuarine systems) are influenced by global and regional climate drivers over multiple temporal scales, including shorter time scales. Applied Climatologists, Inc has highly specialized skills and is recognized for their work at these scales. Since each of these projects are concerned with short-term trends in climate and impacts from extreme events, the expertise and experience with Applied Climatologists, Inc. is critical to meeting requirements and services needed for this contract.



Offerors that propose a solution using other than Applied Climatologists, Inc.must furnish detailed specifications and

descriptions to demonstrate their capability to provide the required services that satisfy the Government’s needs. To be considered, interested parties must be able to demonstrate their ability to provide comparable services. Capability information shall include, at minimum, name, telephone number, address of customers for which you have previously furnished the required services, and a detailed narrative that describes your ability to provide the required services as specified above. The NAICS code for this requirement is 541620- Environmental Consulting Services. The government intends to solicit and negotiate with the only known source (Applied Climatologists, Inc.) that can provide the required services. This is not a request

for quotes or proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this posting without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.



Information received will normally be considered solely for the purpose of determining whether to open competition to businesses other than Applied Climatologists, Inc..
