Department of Veteran Affairs Cytation 5 multi-mode plate reader
Request for Information (RFI)

The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). This RFI is issued for the purpose of conducting capabilities and market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a proposal. The Department of Veterans Affairs is not at this time, seeking proposals or quotes and therefore will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request.

The Government does not reimburse respondents for costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing an acquisition strategy and Product Description (PD). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent.

Interested parties are responsible for adequately marking proprietary, restricted or sensitive information contained in their response. This is a request for information only and does not obligate the Government in any way, nor does it commit the Government to a specific course of action. STATEMENT OF WORK:
Contract Title.
Purchase of a Cytation 5 multi-mode plate reader.
Background.
The VA Maryland Health Care System (VAMHCS) requires the purchase of a Cytation 5 multi-mode reader manufactured by Agilent Technologies to carry out experiments such as quantifications of DNA, RNA, proteins and ELISA assays as well as the study of cellular metabolism for the study of Endocrine actions of Sclerostin . The equipment will support a project funded by Dr. Ryan Riddle s Merit award entitled Endocrine Actions of Sclerostin (Project number: I01 BX003724). Dr. Riddle s laboratory currently does not have an equipment suitable for the purpose described above. The equipment is required to complete the work proposed in the Merit award aimed in the assessment of the effect of sclerostin in transgenic mice and cell line models. Dr. Riddle s research team will utilize this equipment a regular basis.
The purchased Agilent Technologies Cytation 5 multi-mode reader must be able to have Advanced 4th Generation QUAD Top and Bottom Fluorescence Monochromator, type in any Wavelength AND any Bandwidth, variable Bandwidth in fluorescence from 3nm to 50nm in 1nm increment, monochromator absorbance, ultra-sensitive luminescence, condensation control and linear, orbital and double orbital shaking. Plus, Agilent Cytation 5 microplate reader must be able to be in a configurable and upgradable platform.
Scope
The requested equipment for quantifications of DNA, RNA and proteins, ELISA and MitoXpress Xtra Oxygen Consumption assays for the study endocrine actions of sclerostin must fulfill the following criteria:
Advanced 4th Generation QUAD Top and Bottom Fluorescence Monochromator. Type in any Wavelength AND any Bandwidth
Variable Bandwidth in fluorescence from 3nm to 50nm in 1nm increment
Monochromator absorbance
Ultra-sensitive luminescence
Incubation up to 65 °C with 4 zone radiant heat
Condensation control
Linear, orbital and double orbital shaking

Specific Tasks
The vendor will provide delivery of Agilent Technologies Cytation 5 multi-mode reader, installation and training within 3-4 weeks of contract award.
Performance Monitoring
Principle Investigator will ensure validity of work in cooperation with sales engineer if the need arises.
