The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Arcadis U.S., Inc., 630 Plaza Drive Suite 200, Highlands Ranch, CO. 80129, for operation and maintenance of the Constant Volume Sampling System (CVS), CVS Background Analyzer System, CO Alarm Chamber Analyzer System, and Gas Management System in the CPSC Combustion Lab. Arcadis was the selected Vendor that installed, developed and has maintained the system for several years now. The coding and design changes needed to support modifications and maintenance of the systems designed by Arcadis require a high level of experience specific to these systems. The government believes operation and maintenance of these systems can only be performed by Arcadis. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. This notice is NOT a request for competitive quotes; however, any firm that believes it can supply the service may give written notice to the Contract Specialist via email at ggrayson@cpsc.gov, no later than 3 PM EST April 30, 2024. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL. NO TELEPHONE REQUESTS. Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to Arcadis.
