DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Textio, 920 5th Ave., Seattle, WA 98104, for the acquisition of Textio Subscription Services needed by the Office of Human Resources Management at NIST, Gaithersburg, Maryland for a base year and two one-year option periods. The period of performance is as follows:

Base: 02/01/2023-01/31/2024

Option Period 1: 02/01/2024-01/31/2025

Option Period 2: 02/01/2025-01/31/2026

Sole Source determination is based on the need to renew Textio subscription Services. Textio is an augmented writing platform that will assist NIST hiring managers and OHRM HR Specialists at creating meaningful and more defined job descriptions, therefore attracting top talent to NIST job applications and broadening the NIST employment brand. Textio is the only know vendor that integrates with LinkedIn.

NIST has already networked/piloted with Textio and they provide data analytics, the primary tool that integrates with LinkedIn. Textio unique characteristics provide scoring that measures level of inclusivity and engagement with views, extensive industry reports, a gender bias meter, and a new augmented writing tool that allows everyone on your team to compose more powerful content in a fraction of the time.

Textio is the only know vendor capable in providing the required writing system platform that integrates with LinkedIn.

The North American Classification System (NAICS) code for this acquisition is 5415111 – Custom Computer Programming Services. The small business size standard is $30.0M.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 am. Eastern Time on January 9, 2023, will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
