The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.

DESCRIPTION:



The Naval Air Systems Command (NAVAIR), Program Executive Office for Unmanned Aviation and Strike Weapons (PEO (U&W)) PMA-201, at Patuxent River, MD announces a requirement to procure Computer Control Group (CCG) and Airfoil Group (AFG) components for GBU-10/12/16 Laser Guided Bombs (LGBs) for United State Navy and Air Force Foreign Customers. NAVAIR intends to conduct a limited sources competition in support of this requirement. NAVAIR does not own a complete Technical Data Package for LGB and requirements for Laser Guided Bomb Units (GBUs) are contained in the Performance Specification for Laser Guided Bomb developed by the United States Air Force (USAF) Paveway Systems Office. These performance specifications include certification, qualification, and verification for areas such as Hazardous Environmental Radiation to Ordnance (HERO), shipboard shock, safety, and flight clearances.





INCUMBENTS:



The United States Air Force is actively procuring Paveway II components. The current contracts are one of a succession of competitive source contracts awarded to the following prime contractors:

ANTICIPATED PERIOD OF PERFORMANCE:



This contract action will be a base and four options contract to procure CCG and AFG components for GBU-10/12/16 Laser Guided Bombs to satisfy Government requirements for FY25 through FY30. The anticipated award date is August 2025.





CONTRACT TYPE:



The contract type for this requirement is anticipated to a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract.





ELIGIBILITY:



The applicable North American Industry Classification System (NAICS) code for this requirement is 332994- Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The Product/Service Code (PSC) most appropriate for this contract is 1325-Bombs. All interested businesses are encouraged to respond.



SUBMISSION DETAILS:



Interested businesses/parties should submit a brief capabilities statement (not to exceed 20 pages) demonstrating their ability to provide the requirements listed in this sources sought and any additional system capabilities. The capabilities statement should include, but not limited to the following:




  1. Company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code, Unique Entity Identifier (UEI), NAICS Code information, and URL.

  2. Whether the company is a manufacturer or a distributor; a point of contact for follow-up information (phone number and email address)

  3. Product name and information to include: data clearly defining system components and functions, minimum top level interface requirements, system total weight, demonstration of TRL-9 maturity, system flight qualification verification and test results, quantities and points of contact for any currently fielded systems and information on how long systems have been fielded;

  4. Please indicate the level of training and user support that is available;

  5. Lead time for ordering and delivery

  6. Methodologies of addressing obsolescence and any product risks.

  7. If a commercial product, provide commerciality justification.

  8. Indicate if any constituent components are from a foreign vendor or require foreign maintenance.

  9. Indicate if any data to support integration and maintenance is other than unlimited or Government purpose rights

  10. A description of the potential contractor's past experience and performance in the design, and qualification of Laser Guided Bomb kits applicable to F/A-18 and AV-8 aircraft.

  11. A detailed description of the proposed construction, materials and procedures used in manufacturing and use of Dual Mode Laser Guided Bomb kits.

  12. A description of notional programmatic information including top level schedules and Rough Order of Magnitude (ROM) costs necessary to achieve the program, task, and technical objectives of this notice; provide ROM costs by fiscal year.

  13. Any other technical information the company deems necessary to aid the Government in making an informed assessment such as: resources available, corporate management, facilities and manning to be assigned to the project, design and systems engineering, design verification, first article and qualification testing, planning, coordinating and conducting tests to prove system performance, systems integration, systems manufacturing, and delivering hardware.

  14. Classified information shall not be submitted.
