The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

Naval Surface Warfare Center, Carderock Division (NSWCCD) is required to offer group training opportunities to civilian employees onsite. The courses listed are typically offered two to three times per year and are to be continuously offered via a five year Blanket Purchase Agreement (BPA). There will be 25 students per class.

9. Excel Intermediate


10. Excel Advanced


11. Risk Management


12. Cost Estimating for Projects

Details on these courses are defined in the attached Performance Work Statements.

All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. NSWCCD contracting office anticipates award of a contract no later than 1 March 2023. The NAICS Code for this procurement is 611430 - Professional and Management Development Training.

It is requested that interested small businesses submit to NSWCCD contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, at a minimum the following:

(1) Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status;

(2) Partnership, teaming, joint ventures, or mentor-protégé agreements with any large businesses.

Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
