DNS Intends to negotiate on a sole source basis a requirement for facilities and lodging services for their annual NFLEX Symposium in October 2023 to Aramark Sports and Entertainment Group, LLC; 2400 Market Street Philadelphia, PA 19103-3041 DBA The Bolger Center in Potomac, MD.

CNO hosts an annual weeklong training event for all new Flag Officers and Senior Executives. This training is critical to their successful transitions from senior officers and government employees to senior military and civilian executives. Speakers include CNO, the Secretary of the Navy, Service Chiefs, VCNO, many of the OPNAV DCNOs, IG, OJAG, Chief of Legislative Affairs, various senior executives from the capitol region, Fleet Commanders from around the world. The program includes spouses of Flag Officers and SES in order to prepare them for their new, demanding and unique roles. Rental cars are not authorized for participants.

The venue needs to be easily accessible from the Pentagon in order to keep travel costs down. No travel and per diem costs for speakers, and since many Flags and virtually all SESs are in the NCR, travel costs are minimized. The facility must accept up to 150 people (Flags, SESs and spouses) at the government lodging and meal rates. It must have sufficient capacity to support 150-160 personnel in a classroom, and separate rooms to accommodate approximately 75 spouses, and another to accommodate approximately 40 Senior Executives in parallel. The facility must also be able to support an unclassified VTC in order for the Fleet Commanders in Hawaii, Europe and Norfolk to participate at minimum cost. Must be able to provide service 22 - 27 October 2023. It is strongly desired to do the event at a government facility vice a premier DC area hotel in order to present both the appearance and practice of judiciousness.
