THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. There is no solicitation available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.





The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.





The applicable NAICS code for this requirement is 333517, Machine Tool Manufacturing. The Small Business Size Standard is 500 employees. The Product Service Code (PSC) is identified by item in the supplemental spreadsheet.





PROGRAM BACKGROUND





The USASAC is a subordinate activity of the U.S. Army Material Command (AMC). USASAC leads the AMC Security Assistance Enterprise; develops and manages security assistance programs and foreign military sales cases to build partner capacity, support COCOM engagement strategies and strengthens U.S. Global partnerships.





The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is issuing this Sources Sought Notice as a means of conducting market research to identify potential sources with the technical capability and necessary resources to provide Commercial Maintenance and Repair Shop Equipment & Metalworking Machinery Equipment required to perform depot level maintenance on combat wheeled vehicles for the U.S. Army Security Assistance Command (USASAC). The provided equipment must meet the salient characteristics as detailed in the attached spreadsheet. Brand name or equivalent is acceptable.





REQUIRED CAPABILITIES





The Contractor shall provide Commercial Maintenance and Repair Shop Equipment & Metalworking Machinery Equipment. The requested equipment is preferred, but the vendor(s) may propose suitable alternatives that meet and/or exceed the Characteristics as specified in the attached spreadsheet. If your organization has the potential capacity to provide the required equipment, please provide a tailored capability statement addressing the particulars of this effort, with appropriate documentation, and return along with the completed spreadsheet.





SPECIAL REQUIREMENTS





Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.





SUBMISSION DETAILS





Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist Jackie Gillum via email at jackie.e.gillum.civ@army.mil no later than 4:00 P.M. Eastern Standard Time on 22 November 2023 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.





If your organization has the potential capacity to provide the required products, please provide the following information:



1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization



2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.



3) Completed Machine Tools RFI spreadsheet





All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
