NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The National Institutes of Health, The Office of the Chief Information Officer (OCIO) intends to award a sole source, Firm-Fixed-Price Contract to Three Wire 3130 Fairview Park Drive Suite 425 Falls Church, VA 22042. The Office of the Chief Information Officer (OCIO) wants to continue services that provide visibility across our section and coordination and collaboration with stakeholders for efficient and effective monitoring and management of audit-related activities. In addition, there is a need for a solution to manage and track reports and findings for various audit types. The proposed solution will also allow for the management of different audit types, including the Government Accountability Office (GAO), the Office of the Inspector General (OIG), the Federal Information Security Modernization Act (FISMA), Federal Information System Controls Audits Manual (FISCAM), and internal reviews/corrective action plans (CAPs). This project is to enhance information management for reporting, organizing, and vetting OCIO audit activities. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized [see FAR 16.505(b)(2)(i)(B)]. HighBond is an enterprise governance tool purpose-built to create a robust security, audit, compliance, assurance, and risk management platform. No other tool on the market provides the same set of capabilities. Additionally, there is only one reseller.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work. Capability information is required by 10 AM ET, Friday, December 8, 2023, to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
