Description

INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source task order to the United Parcel Services (UPS), 825 Lotus Avenue, Louisville, KY 40213, to receive and ship publications, forms, pamphlets and other CMS literature that are time sensitive in nature. Under the authority of FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because there are no small businesses that can supply the type of service that UPS can in terms of delivering the tens of thousands of publications, forms and pamphlets that are time sensitive in nature that the agency is responsible for delivering to our partners and beneficiaries in a timely manner.

CMS REQUIREMENTS: Careful market research was performed and found there is not a small business that can supply the type of delivery service that UPS can in terms of delivering the tens of thousands of time sensitive publications for the agency. Price negotiations have been conducted on behalf of the government under the Federal Strategic Source Initiative (FSSI) to provide cost savings to benefit to CMS and its ability to fulfill the agency’s mission to its customers.

NAICS CODES: The North American Industry Classification System (NAICS) is 492110 (couriers and express delivery services)



INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement and to be considered, interested vendors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 5 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov.
