This is a combined synopsis/solicitation for commercial services in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement will be solicited as a100% small business Set-Aside in accordance with FAR 19.502-2 Total small business set-asides. This combined synopsis/solicitation constitutes the only solicitation; and a written solicitation will not be issued. It will be available for download on or about 08 May 2023 under Request for Quotation (RFQ) number N0018923Q0251at the following website: https://beta.sam.gov/ .
This solicitation documents incorporates provisions and clauses in effect through FAC 2023-02
and DFARS Change Notice 202302424. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses are available in full text at the following addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. This acquisition will result in a Firm-Fixed-Price Purchase Order under NAICS 541850. The Small Business Size Standard is $35.5.
SERVICES REQUIRED:
TABLE 1 – Work to be Performed
The Naval Academy intends to procure four new panels for display in existing round top built-in cases at Mahan Hall. The Naval Academy has selected the photographic images for the displays and will provide sources for the images as well as the selected quotes to be incorporated into the panels. Additionally, the Naval Academy will coordinate use of the images with the Copyright Owners. The final design shall be completed by the vendor. The vendor will also be responsible for submitting the design to the Naval Academy POC for final approval, fabrication, delivery and installation of the panels in the lobby of Mahan Hall.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government intends to award a purchase order based on a lowest price technically acceptable (LPTA) source selection process.
In order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Unacceptable technical rating will not be further evaluated and will not be considered for award.
Factor 1 – Technical
Rating Description
Acceptable : Quote meets all the requirements of the solicitation SOW Sections 3.1,3.2,3.3,3.3.1, and 3.4
Unacceptable: Quote does not meets all the requirements of the solicitation SOW Sections 3.1,3.2,3.3,3.3.1, and 3.4
The rating table above will be used to determine the technical capability of the quoter.
Factor II – Price
The quoters quoted price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3(a).
The evaluation may include, but is not limited to the following:
(A) Price comparison with other quoters;
(B) Comparison with independent cost estimates
By submitting a quote, the quoter affirms that they are capable of performing and completing the work described in the Solicitation.
The Government intends to award a Firm Fixed Price (FFP) purchase order award as a result of this solicitation in accordance with FAR Part 12 and Subpart 13. Award will be made to that vendor whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a purchase order based on initial quotes. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a Technical Approach, and Price standpoint
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
