This is a COMBINED SYNOPSIS / SOLICITATION for commercial services prepared in accordance with the format in the Federal Acquisition Regulations (FAR) sub-Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) and are available in full text through Internet access at http://www.acquisition.gov/far

The U.S. Army Corps of Engineers (USACE), Baltimore District, will procure for 50-non reserved parking spots at the Baltimore District Headquarters – 2 Hopkins Plaza, Baltimore, MD 21201, detailed in the Scope of Work. This solicitation will result in one award based on lowest price technical accepted as best meets the needs of the Government. The proposed contract will run one year from date of award, with four optional years.

The proposed contract is unrestricted. The North American Industry Classification System (NAICS) code is 812930 size standards of $47,000 PSC code X1LZ. Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award. To register you will need your UEI number. https://www.sam.gov/portal/public/SAM. Instructions for registering are on the website. The Contractor shall provide all necessary equipment, staff, labor, supervision, materials, equipment, and supplies to complete the Project.

A Bid Will Include the following:

1) Cover Letter on offeror’s letterhead with Cage Code, Tax ID#, and DUNS #. Letter shall be signed by the representative managing the account.

2) Bid Sheet – Government template provided. Contractors must provide a quote for each line item on the bid sheet

3) Past Performance- Experience with manned, indoor, secure parking facility with 24-hour access/ 7 days per week

CONTRACTORS BEFORE BIDDING ENSURE YOU MEET THE BID REQUIREMENTS:

• 50 non-reserved parking spaces in a manned, indoor, secured parking garage.

• Parking MUST be within two blocks of 2 Hopkins Plaza, Baltimore, MD 21201.

• Garage MUST be manned 24 hours per day, 7 days per week. A remote call cernter will not suffice for this requirement.

• All entrances and exits shall be monitored by personnel or surveillance cameras. Security measures shall be in place at the time of contract award.

• Parking shall be non-valet, self-parking. Unrestricted 24-hour access shall be provided, with unlimited in and out privileges.

• Location shall have secured access requiring a security card, ticket or transponder.

• There shall be no stacked parking.

• Option to negotiate an increase/decrease in number of parking spaces, if requirement changes

• Term One (1) year contract with four (4) option years
