This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number: 12305B23Q0055 is issued as a request for quotation (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.

This solicitation is issued under authority of FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 12, 13, 16.203(Fixed-price contracts with economic price adjustment), and 16.5 (Indefinite-Delivery Contracts) or some combination thereof.

The Government intends to award a Firm-Fixed Price, Economic Price Adjustment, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a base period of 6-months and two 6-month option periods (if exercised).

Set- Aside: This solicitation is unrestricted.

The North American Industry Classification System (NAICS) code is 311119 (Other Animal Food Manufacturing).

Description of requirements for the items to be acquired: The Contractor shall supply and ship animal feed and/or feed ingredients to be fed or combined with the rations for the BARC livestock population. See Statement of Work dated 2/16/2023 and attached Excel document titled "FEED CONTRACT SPECIFICATION FY 23” for full description of items.

Provision 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.

Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. (See clauses attachment for all clauses terms and conditions).

IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA solicitations must be registered in the System for Award Management (SAM) database at the time of quote submission. Potential Quoters will be responsible for downloading their own copy of those documents related to this procurement, if any. Offerors are encouraged to check the SAM web site frequently to be notified of any changes to this solicitation. Interested vendors should reference the solicitation documents for all terms and conditions, evaluation factors and submission requirements.

SELECTION PROCESS: The basis for any potential award is Lowest Price Technically Acceptable.

To be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING:

1. A quote that meets the requirements listed in the Statement of Work and the "FEED CONTRACT SPECIFICATION FY 23” excel file. Pricing shall be written on the attached Price Schedule and include separate pricing for the base period and two 6-month option periods.


2. A capabilities statement that outlines experience with providing the required items and/or similar items. The statement should also address experience or capability of following mix instructions for Milk Cow Grain Prebatch Mix, Dry Cow Grain Prebatch Mix, and DHY Heifer Grower Grain Mix.


3. At least one Past Performance reference with contract number for a project performed with similar scope of work with federal/state/ or local entities.

REJECTION OF QUOTATION: Failure to demonstrate compliance will cause rejection of quote without further discussions. All responsible sources may submit a quote which will be considered.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

Electronic responses are mandatory. Information provided will not be used as a part of any subsequent solicitation requirement. Interested offerors who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to award this proposed contract action, based on this notice, is solely within the discretion of the Government.
