Description

Industry Day Announcement in support of Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) Combat Integration & Identification Systems (CI&IDS) Division.



THE REQUEST FOR PROPOSAL, INCLUDING UCF SECTIONS A-M, WILL BE PUBLISHED FY24 QTR4 (ANTICIPATED).



Program Background: As the organic Lead Systems Integrator (oLSI) for the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) operates under a product-based business model whereby WOLF civilians lead and manage the efforts of combined Government-Industry teams. Using this oLSI approach, the Government maintains ownership of intellectual property and data rights, enabling WOLF to rapidly adapt solutions to the dynamic needs of the warfighter.



The NAWCAD WOLF Combat Integration & Identification Systems (CI&IDS) Division, operating under the oLSI model, has requirements for integration and production support services. This Statement of Work (SOW) is to provide system integration, production and fabrication, in-service engineering, training, logistics engineering, testing, repair, laboratory and test bed management, quality assurance (QA) and quality management, frequency spectrum authorization, and technical management for CI&IDS systems and equipment including, but not limited to, the following:



̶ AN/APX-118 and AN/APX-123(V) Transponder Sets



̶ AN/UPX-24(V), AN/UPX-37, AN/UPX-41(C), AN/UPX-42(C), AN/UPX-45(C), and AN/UPX-50(C) Interrogator Sets



̶ AN/UPX-29(V), AN/UPX-29A(V), AN/UPX-46(C), and AN/UPX-36(V) Centralized Identification Friend or Foe (IFF) Systems



̶ AN/UPX-34A Non-Cooperative Target Recognition/Shipboard Advanced Radar Target Identification System (NCTR/SARTIS)



̶ AN/USM-719 Communications/Navigation Radio Frequency (RF) Avionics Flight Line Tester (CRAFT)



̶ C-12673/UPX Control Indicator Fleet IFF



̶ AN/ZPX-1 IFF Transponder



̶ TS-4530 Flight Line Test Set



Services procured under this Contract may include support of NAWCAD tasking for programs sponsored by the Naval Air Systems Command (NAVAIR); Naval Sea Systems Command (NAVSEA); Naval Inventory Control Point – Mechanicsburg (NAVICP-M); other Department of Defense (DoD) activities; United States Coast Guard (USCG); commercial and Foreign Military Sales (FMS) customers; and other Government customers.



Purpose: NAWCAD WOLF at St. Inigoes, MD will host an Industry Day for potential bidders. The intent of this Industry Day is to provide potential offerors insight into the Integration & Production Requirement.



The Government anticipates this being the only Industry Day prior to RFP release.



The Integration & Production Briefing is scheduled for April 4, 2024, 1200-1600 EST at:

Attendees: Each company or joint venture is limited to two (2) attendees.



Registration Instructions: Registration is required. Please complete, and then send the attached registration form labeled “I&P Registration Form” to the primary and secondary point of contacts listed in this announcement by March 29, 2024. A completed registration form should contain the name of the company, business size (under NAICS 541330), CAGE code, and the name(s), phone number(s), and email address(es) for the proposed attendees (up to two (2) attendees only), one-on-one meeting request (if desired), and base access need.



Base Access: Base access is required for this event. If the attendee(s) does not have base access, please indicate this in the respective field on the I&C Registration form, complete the attached base access form labeled “Base Access Form”, and then send to the primary and secondary point of contacts listed in this announcement by March 29, 2024. A WOLF civilian will contact the attendee(s) to assist. The Government will not accept any changes to attendees that require base access after March 29, 2024.



Questions & Answers: Participants are offered a 10 minute one-on-one session with the Government. Please specify in the I&P Registration Form if a one-on-one is requested. Each company will be contacted with their designated time slot.



Additional Instructions:



1. All attendees will be required to sign in to the Industry Day Briefing based on the registration e-mails received by March 29, 2024.



2. If the Company represented is not included on the registration list and/or the attendees name is not included as listed via the registration form, blank registration forms will be provided. Space is limited, therefore same day registration is limited to a first-come first-served basis and may not be attended by anyone requiring same day base access. Companies and attendees who register on the day of the Industry Day Briefing can only have up to two (2) attendees (this is the total number of attendees allowed for each company or joint venture).



3. Attendees who are late will be allowed to attend, but must register, if not already. Space is limited, therefore same day registration is limited to a first-come first-served bases and may not be attended by anyone requiring same day base access.



4. All Questions and Answers posed during the briefing will be posted to FBO after the Industry Day Briefing.
