NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The National Institutes of Health, Office of the Director intends to award a sole source, Firm-Fixed-Price Contract to RemedyBiz located at 1984 Isaac Newton Square West Suite 202 Reston, VA 20190.



The purpose of this contract is to acquire professional Subject Matter Expert to provide high level strategic budget and financial management planning and execution services for the National Institutes of Health (NIH), Office of the Director (OD) to support budget formulation, presentation, and execution functions in the Office of Budget and Financial Management (OBFM), within the OD Executive Office (ODEO).





OBJECTIVES



OBFM requires a Contractor with the skills to provide:



• Expert in strategic budget planning and management of multiple funding sources (direct, multi and no year funding appropriations)



• Expert knowledge and experience developing and managing OD Appropriated and Central Services budgets.



• Knowledge and experience in managing the OD’s COVID-19 funding allocations to include the ability to prepare reports to outline the research activities supported by these appropriations.



• Detailed knowledge of congressional budget concepts and the legislative process.



• Ability to accomplish complex work assignments under tight time constraints.



• Extensive analytical, organizational management, and communication skills.



• Proven exceptional interpersonal communications skills with staff, senior management, and internal and external stakeholders.



• Expertise in the development, coordination, and review of technical guidance, templates and budget submissions for the annual Congressional Justification and the OD Central Services budget formulation process including utilizing the associated systems and databases.





CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED



The contractor must have:



• Expertise in the areas of budget formulation, justification, presentation and execution.



• Expert knowledge of the OD Appropriated and Central Services budget fund types with a minimum of twenty (20) years of experience.



• In-depth knowledge of the NIH's Central Services funding, i.e., the Service and Supply Fund, and a thorough understanding of the budget processes for these funds and the interface between these and the NIH IC appropriations.



• Expert knowledge of federal budget policies, procedures, and mechanisms.



• Knowledge of NIH budget and finance data systems to include experience analyzing and entering data in federal budget databases that focus on OD Appropriated and Central Services funding.



• Experience responding to Congressional and OMB requests.



• Ability to be collaborative, cooperative, and professional.



• Strong oral and written communication skills to include experience communicating budget information to high-level government officials.



• Expertise in Microsoft Office Suite (MS Word, Excel, PowerPoint)



• Excellent analytical, strategic thinking, organizational and time management skills



• Administrative management skills and the ability to coordinate complex projects in a very short time frame.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work. Capability information is required by 10 AM ET, Friday, January 19, 2024 to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
