TITLE: Preventative Maintenance Services





Background:



This is a SOURCES SOUGHT NOTICE to determine the availability and capability of Large and Small Businesses (e.g., 8(a), Service-disabled veteran-owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS code, 561210. We are looking for responses from businesses that have the capability, experience, and expert knowledge to perform preventative maintenance from 3 pm – 11 pm, can provide emergency response capabilities after hours, and perform potential corrective maintenance work.



This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this sources sought is to identify organizations with the requisite qualifications to provide the services stated herein. All small business organizations (SB SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice.





The National Institute of Standards and Technology (NIST) is an agency that falls under the US Department of Commerce. NIST is a physical science laboratory with its main campus located in Gaithersburg, MD. The Gaithersburg campus consists of more than 50 buildings spread across 578 acres of land. NIST’s mission is to promote US Innovation and Industry competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life.



Purpose:



NIST is seeking information on qualified Large and Small Businesses that provide preventative maintenance services in general to the following equipment:



Plumbing and Pipe Systems






    1. Kitchen and roof drains.

    2. Grease traps.

    3. Sump pumps and sewage grinders.

    4. Sitewide Closed Loop systems and treatment.

    5. Domestic water - hot, cold, and recirculation lines and valves.

    6. All building incoming water main backflow preventers and strainers - Annual testing and maintenance services.

    7. Campus incoming water main backflow preventers - Annual testing and maintenance services.

    8. Plumbing Fixtures.

    9. Heat exchangers.

    10. Water heaters.

    11. Steam heaters, steam traps, steam valves, steam pumps, condensate pumps, and steam Pressure-reducing Valve (PRV) stations.

    12. Water Pumps - Centrifugal, vertical, in-line, diaphragm, etc. – Used for dewatering, RO, sewer ejection, HVAC, condensate, lab waste, etc.

    13. Reverse Osmosis stations, water softeners, chlorination stations, and water filters.

    14. Site Effluent Neutralization, including agitation and PH Control system.

    15. Acid Neutralization systems.

    16. Hot water and steam generators (converters).

    17. Water filters – Water fountains and bottle fillers, potable water filtration units, etc.

    18. Water Fountains.

    19. Ultra-Pure Water (UPW) and Pure Water (PW) Systems and associated package equipment.

    20. Natural gas detection systems.

    21. Refrigerant monitors and detection systems.





HVAC systems






    1. Building Automation System (BAS).

    2. Variable Frequency Drives – for HVAC.

    3. Electric motors – for AHU’s, motorized dampers, outdoor condensing units, cooling towers, etc.

    4. Air Conditioning and Air and Water-Cooled Chillers.

    5. Air Handlers Units (AHU) and Roof Top Units.

    6. DX Cooling Units, and CRAC units.

    7. Humidifier systems.

    8. Air filter servicing and cleaning.

    9. Exhaust and ventilation fan units.

    10. Heat vent units.

    11. Energy Reclaim units.





Mechanical Equipment:




  1. Building Air Compressors - Rotary screw and reciprocating.

  2. Vacuum systems

  3. Building Air dryers - Refrigerated and desiccant air dryers

  4. Package (small) Boilers – Natural Gas and Electric

  5. Dock Levelers

  6. Cargo and Passenger Elevators - Elevator components in the cab, hoist way, elevator machine room, and pit.

  7. Weld Fume Hoods

  8. Dust collector.



Electrical Equipment:




  1. Panelboard PMs per NETA including IR thermography scanning.

  2. Motor control center PMs per NETA including IR thermographic scanning.

  3. Electric heaters.

  4. Transformers – Oil and Dry units.

  5. Variable Frequency Drives.

  6. Breakers, fuses, circuits, rheostats, voltage regulators, and disconnect switches.

  7. 13.8 KV Air Switch, 480 Volt Switchgear and 208 Volt Switchboard, Network Protector, and 480 Volt disconnect Switches.

  8. Switchgear and switchboard breaker and trip unit testing.

  9. ATS (Automatic Transfer Switch) is not associated with the Generators.

  10. Indoor and targeted outdoor lamps and bulbs including standard, energy efficient and LED.

  11. GFCI testing.

  12. Lead-acid batteries.

  13. Emergency Power and associated systems – Inspections.

  14. Emergency lighting for exit signs, stairways, corridors, etc. Inspect and check for functionality.

  15. Building lighting systems and equipment including lighting control systems, occupancy sensors, dimmers, etc.



Architectural:








      1. Door Systems to include swing doors, sliding doors, operators, closers, exit devices, power supplies, and hardware.

      2. Overhead Door Systems to include motors, springs, disconnects, and hardware.









Requested information:






    1. Contractors' name, address, DUNs number, and points of contact with telephone numbers and e-mail addresses.

    2. Type/Size of company for NAICS Code 561210 - Facility Support Services.

    3. Social economic status.

    4. Identify whether you would be interested in this acquisition as a prime contractor or a subcontractor.

    5. List the firm’s individual bonding capacity and aggregate bonding capacity.

    6. Discuss your firm’s experience providing preventative maintenance services at a campus-type setting or multiple large buildings in the past seven (7) years. List the contract value and provide experience for no more than four (4) projects.

    7. Identify qualifications of key personnel.

    8. Identify existing or potential pricing structures in support of this type of work.





The total number of pages to reply to this source sought shall not exceed 20 pages.
