PRE-SOLICITATION NOTICE



NOI-NIAID-24-2215654



NAICS – 811210



This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Sartorius Corporation for a preventative maintenance plan to support the following equipment: iQue3 VBR Screener.



The contractor shall provide preventive maintenance as outlined on the service agreement.



Description of Needs:



The Laboratory of Immunogenetics (LIG) focuses on the cellular and molecular mechanisms that underlie the signaling functions in immune cells. The Antibody Biology Unit (ABU) of the Laboratory of Immunogenetics (LIG), in furtherance of its mission to advance our knowledge of human B cells and isolation of monoclonal antibodies requires the Sartorius iQue3 Screener PLUS to be always operational. Due to the heavy usage, the systems must be calibrated and serviced periodically. In addition, the instrument must be repaired quickly when failures occur. It is essential that the systems be restored to full operation as soon as possible.



Description of Needs:



Ensures that the following is included in the 1-year iQue3 VBR Preventative Service Plan:




  • Full coverage for parts, labor, shipping, and travel in event of repair.

  • All base software upgrades.

  • Unlimited email and voice technical support.

  • One preventative maintenance visit per year.




  • All work must be performed by Sartorius certified technicians

  • All parts must be OEM certified

  • Billing monthly or quarterly in arrears

May 15, 2024 to May 14, 2025

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered along with proof of contract with the equipment manufacturer to the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a capability statement along with proof of contract with manufacturer. Instructions on how to register / submit quotes are included on the website. Closing date is 10:00 am May 6, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
