Adult drug treatment courts are specialized court dockets that are open to certain adult criminal defendants who have a substance use disorder. The court, through a designated drug court judge, provides overall leadership for the team and exercises legal authority over the drug court participants. The Behavioral Health Administration (BHA), through an agreement with the Office of Problem-Solving Courts (OPSC), supports the drug treatment courts. Active in Twenty-two (22) jurisdictions throughout the state, drug treatment courts utilize an individualized intensive and structured treatment program. The court plays an integral role in monitoring an individual’s progress in treatment. Using a non-adversarial approach, the drug treatment court team works to achieve treatment goals through the use of incentives for compliant behavior and graduated sanctions for non-compliance. The goal of the Drug Treatment Court (DTC) is to assist the participants in achieving self-sufficiency and becoming responsible members of the community by living drug-free in an environment filled with life’s obstacles and pressures. The Local Behavioral Health Authority (LBHA) in collaboration with the DTC Judge and Coordinator, will select a Contractor through this solicitation process, to provide clinical case management services for the DTC.
