Scope

Montgomery County, Maryland (hereafter referred to as "the County"), is soliciting proposals from qualified Offerors for merchant card services to be provided to the County as specified in this Request for Proposal (RFP). The County’s current merchant card services contract expires in August 2024.

The County may award multiple contracts as a result of this solicitation until the County’s needs are met.

The County's overall objectives for this RFP are to:

a. Select provider(s) who offer efficient and effective services, and product solutions that will support the County's current and future merchant card services needs.
b. Choose institutions that employ advanced technology in its own processes and who will help the County apply that technology to improve its business processes.
c. Establish optimal pricing for the services defined within this RFP.
d. Select providers who offer superior customer service, timely implementation support and responsive problem resolution.
e. Select providers who offer innovative products and services while adhering to the compliance standards in the safekeeping of County's assets.
